NEWBERRY STATION HOMEOWNERS ASSOCIATION
**** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH****
· The meeting was called to order at 7:04 p.m.
· Attendees: April Scherer, Purvis Dawson, Dawn-Lynn Crawford, and Brandon Farlander, and Jane Brown.
· The July minutes were reviewed and corrections made – April Scherer made the motion to approve the minutes. Brandon Farlander seconded the motion and the Board approved by unanimous vote.
Open Forum
· A homeowner asked if the willow stump would be removed from the field. This has been approved and it is being scheduled.
· A homeowner asked if the covers on the drains in the field would be painted. Management will get bids on this.
· A homeowner asked what the criteria for tree trimming was. The trees were assessed by Mulheron to be the most dangerous and most in need of trimming.
· A homeowner asked if the county is responsible for keeping the drains clean. Management will call the county to ask this.
· A homeowner informed us that the railing in the large playground, behind 6920 Hamilton Ct, needs to be painted.
· A homeowner told us that the gum tree near 6918 Trestle Ct needs to be trimmed.
· A homeowner informed us that the erosion at the base of the light pole at the end of Trestle Ct. is due to channeling water.
· A homeowner informed us that the drainage from the new development is still a problem. They have been keeping track of water levels in Trestle Ct backyards after rainfalls, and will continue to supply these to Management and the Board.
· A homeowner informed us that drainage is also a problem because the landscapers are leaving the water on 24 hours/7 days a week.
· A homeowner told us that the shrubbery on the hill between Trestle Ct and the pool road needs to be trimmed. Management will notify Springfield Nursery.
· A homeowner said that one of the residents in the new development did not receive a copy of the bylaws, etc.
· A homeowner asked what is happening to the trees that were planted between the new development and Trestle Ct. Management met with Chris Green, the representative from Richmond American Homes. Every other tree will be moved to the new development side of the property line. Management will see if they can get a timeline for this.
· A homeowner asked if the railing on the steps from the pool to upper Stationhouse would be repaired. This item is scheduled.
· A homeowner informed us that the house at 6910 has cemented in their backyard, and that the smell from the yard can be overwhelming.
· A homeowner asked about the trees in the new development. This homeowner asked if they were causing problems for anyone else exiting the community.
· A homeowner said that the pool is much more peaceful and that in general the lifeguards have been doing a pretty good job. However, there have been some issues to be concerned about.
· On one occasion last week a female lifeguard let a male friend into the pool that does not live here and does not have a pool pass. Also, this friend of the lifeguard’s walked around the entire pool area smoking a cigarette. This homeowner said that they called management and the pool company.
· On Sunday, August 1st, when this homeowner went swimming, the pool was not cleaned of the bugs and they were floating everywhere.
· The lifeguard was swimming during regular swimming hours. Is this OK?
· Twice the pool has been closed after stormy weather, but there was sufficient time to open it after the storm had passed. What is the policy?
· It appears that at times people are being allowed to come through the side gate.
· Another homeowner asked if the use of pool passes were being enforced. They had witnessed the lifeguards allowing two children, obviously under the age of 10 years old, into the pool without pool passes and without an accompanying adult.
· A homeowner asked when we would be deciding on next year’s pool company. This will take place during the October-November timeframe.
· On August 26, 2004 at 2:00 PM, there will be a meeting with county officials to discuss the sidewalk that were put in by Richmond American Homes.
· A homeowner asked if the drains between 8200 Stationhouse and 6944 Hamilton Ct had been cleaned off yet.
AECC
· Proposed AECC changes have been submitted to the AECC committee and the Board for review. A copy will be provided to Purvis Dawson for his review. A section concerning the care and repair of railroad ties in the community will need to be added before publication.
· It has been noted by the AECC committee that there are several homes within the community that are in need of painting as the color of the siding is faded. These homeowners will be sent a letter separate from the annual inspections. Homeowners will be given a period of time determined by the members of the AECC to complete the required painting.
· The new development will put in place only the sides of a fence for each town home thus leaving the back of the yard open. Homeowners in the new development are required by the by-laws to enclose the back yard with a fence. Homeowners will have a period of one year from the date of closing to complete the task.
Building & Grounds
· The brick wall at the bus stop will be repaired since the first repair was unsatisfactory.
· The new section of townhouses was discussed. We will have a walk through with Springfield Nurseries in August to discuss the addition of the new areas.
· The Board will look into having the lines on the pavement at the STOP signs throughout the community painted. Purvis Dawson again addressed the issue of some of our STOP signs being too short.
· Dawn-Lynn said the issue of exposed phone wires has been turned over to the Commissioner of Verizon. Purvis Dawson said that he would talk to the Verizon representatives at his work to see if there was anything else we could do.
· The Board needs more time to review the samples of signs that can be placed throughout the community to announce community events (i.e. board meetings, leaf removal, etc.)
· Although it has not been done to date, it has been determined that a map needs to be made to determine which lights and signs need cleaning throughout the community. If a homeowner has the time to do this, please step up and let the Board know.
· Mrs. Suzy Burnside of Hamilton Court will be forming a committee to look into playground equipment and their costs for the tot lots within our community. If you would be interested in joining the committee or think you can help out in any way, please contact any Board member.
· Mulheron will be replacing the tree next to 6921 Trestle Ct.
· The repairs to the grounds behind 6920 Hamilton Court are ongoing.
· The Board is still waiting on bids to clean up the edge of the woods. Management will get bids for this.
· Management will obtain bids for the painting of the culvert drain covers in the field.
· Management conducted a walk through with Mulheron Tree Service to ensure that Mulheron had completed the tree trimming and now payment will be made.
· Management will obtain bids on repair to the end parking space on Trestle as it is starting to erode.
· Management will obtain bids for street repairs; sidewalk repairs, and asphalt path repair.
Action Items
· The Board is still waiting for bids to replace the retaining wall near the Raceway Development. Management will ask for bids to repair it instead of replacing it.
· A letter needs to be sent to Richmond American Homes identifying where we would like the path to go connecting the new community to the existing community for access to the pool.
· The Board has determined that the fence between the properties on Hamilton (near the bus stop) be tabled until all new homeowners have moved into their properties. The Board would like the opinions of all homeowners directly affected as to whether they would like to see the fence remain or, be removed. Some people brought up that it might need to be removed so that people can put up their fences.
Pool
· The cabinets and the hot water heater in the clubhouse have been replaced.
· Although it is too late this year, the Board would like to discuss putting in concrete steps in the pool to allow the elderly and handicapped easier access to the pool. The steps would have a rail in the middle allowing for easier entry and exiting.
· 2 Lights in party room at clubhouse are out and need replacing.
· All concerns regarding the lifeguards will be forwarded to Matt Martin of Continental Pools.
· Management will bring security cameras to be installed in and around the pool. Any individual caught vandalizing the clubhouse or pool will be prosecuted.
· A new clock is now at the pool.
· A welcome package to new homeowners is to include temporary pool passes. Management will now send welcome letters and temporary pool passes to resales.
New Townhouse
Development Shannon’s Landing
· As you may have already noticed, several new homeowners have already moved into their new town homes. Lets welcome our new neighbors into the community!
· Richmond American Homes to mark property to show where trees are to be planted. Once this is done, RAH to notify Cardinal Management who will in turn notify the Board.
