Board of Directors Meeting –March 3, 2004

 

**** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH****

 

 

·         The meeting was called at 7:00 p.m.

·         Attendees: April Scherer, Tracey Murphy, Dawn-Lynn Crawford, Brandon Farlander and Jane Brown.

·         The February  minutes were reviewed and corrections made – Mrs. Jane Brown made the motion to approve the minutes. Mrs. Tracey Murphy seconded the motion and the Board approved by unanimous vote.

 

 

 

 

Open Forum



 

·         The community Yard Sale has been scheduled for April 17th. Keep your eyes out for our flyer!

·         A homeowner requested that the Board look into a homeowner on Stationhouse Court who is using three parking space for their vehicles versus two. Dawn-Lynn will be checking into this.

·         Homeowner is concerned about car up on jacks behind Ona. The car has been up on the jacks for a week and children playing back there may very well get hurt. Dawn-Lynn to call Fairfax County to see if anything can be done as it is a county road.

·         Homeowner very upset at individuals up on Stationhouse Court sitting in their vehicles playing loud music. Dawn-Lynn to call county and find out what if anything homeowners can do.

·         A homeowner has voiced their concern at the web page and the fact that it has changed. Says he can’t find some of the past Board minutes. Dawn-Lynn to contact Kevin Brugman to get the scoop on the web page.

·         Homeowner has brought to the attention of the Board that “For Sale” signs are planted throughout the community. As the communities bylaws do not allow “For Sale signs on the common elements, Dawn-Lynn will remove them immediately.

·         There was some concern voiced from a homeowner regarding the split rail fence up on the hill (across from April). The fence is in horrible shape and it needs to either be repaired or removed.

·          A homeowner claims Christmas lights are still up on a house on Station House Court. Board members will look into this.

·         Upper playground has a missing swing and a broken swing. Dawn-Lynn to look into this.

·         A homeowner has brought to the boards attention that vandalism has occurred at the new development. Several windows have been broken.

·         A homeowner is concerned that Springfield Nursery is not edging the property as agreed to in the contract.  Dawn-Lynn will look into this and report at the next meeting.

·         Homeowner is concerned that Springfield Nursery is not cleaning out the drains as they are supposed to.

·         A home owner would like to know what exactly is considered recyclable and what is not. Dawn-Lynn to contact Nightengale to clarify.

·         A homeowner has inquired about a tree on her property that she would like to have cut down.

 

 

AECC

 

·         A town home on  Station House Court has a tree where the wood is rotted and a branch fell almost hitting a homeowner. Dawn-Lynn to check into this.

·         AECC inspections will begin on April 1st.

·         Proposed AECC changes have been submitted to the AECC committee and the Board alike for review.

·         Town home on Stationhouse Court must remove tile on front steps which is in violation of the bylaws. Home has just been sold and new homeowners have been sent a letter.

·         AECC inspection forms are being revamped and updated for the benefit of all.

·         Home owner brought up the fact that a town home on Trestle Court has windows that are non – conforming.

 

Building & Grounds

 

·         Dawn-Lynn will have samples of signs that can be placed throughout the community to announce community events (i.e. board meetings, leaf removal, etc.) at the next Board meeting.

·         It has been determined that a map needs to be made to determine which lights and signs need cleaning throughout the community.

·         Although it seems that the snow is behind us for this year, the Board welcomes ideas on how we can compensate young people within our community for shoveling snow in areas that are needed (with prior approval from the Board).

·         Homeowner requests that the Board look into having benches along the field to allow people to sit.

·         A homeowner has brought to the Boards attention the current situation regarding the tot lots within our community and what pathetic shape they are in. Dawn-Lynn to bring playground equipment brouchures to the next Board meeting to see what is out there.

·         Whats up with all the grass burns all over the common areas of the community? The marks are being made by a cart of some sort. It looks terrible. Dawn-Lynn to talk to Springfield Nursery.

·         The grounds behind 6920 is mucky and yucky and a mess to walk on. Board to look into possibly putting slate pavers or something which will make it easier to walk without sinking into the ground.

·         The willow stump in the common area will remain until the end of the summer in order to see if it will rejuvinate. Should it not rejuvinate, the Board will look into having it removed.

·         Management will obtain bids to clean up the edge of the woods by the field near the pool.

·         Dawn-Lynn to contact Virginia Dominion Electric to determine if they have in fact repaired the light which was out at Newington and Ona.

 

 

Action Items

 

·         Dawn-Lynn will be meeting with Mr. Mark Trostle of Richmond American Homes and Mark Leeman of FEA on March 5th to discuss several issues that effect our community. One being the replacement of the bushes that were torn out to put in a curb for the new townhouses, and flowerbeds that were not returned to their proper state  behind Trestle Court. Other items to be addressed are the grounds, trees, the berm and concerns from homeowners with possible flooding behind Trestle Court. We have also had trash making its way into the community from the new development. Board members and AECC members are encouraged to attend if at all possible. Additionally, applicable issues regarding the annexation of Newberry Station and the new development will also be discussed.

·         The Board is still waiting for additional estimates to replace the retaining wall near the Raceway Development. This item is tabled until spring when weather permits other companies to inspect the retaining wall.

·         Bids for tree care were received from two companies. One being extensive, the other not. Bartlett Tree Services were not able to provide us with a bid as they had no time. McFall and Berry Tree Services wanted $1,000 just to provide us with an estimate. The Board has decided to have Dawn-Lynn obtain two more bids in order to compare them with the two bids we currently have on file.

·         The Board has been provided by management the necessary clarification on the matter involving the cleanup after hurricane Isabel. No further action needed.

 

 

Pool

 

·         A note needs to be put on the water heater unit under the kitchen sink in the clubhouse that reads, “please do not touch”.

·         Dead bolt on clubhouse door is loose and not functioning. Dawn-Lynn to take care of this right away.

·         Ladder in pool is too short for the elderly and infirm. Need to investigate what can be done to remedy the situation.

·         Dawn-Lynn will bring a pool pass with photo to the next meeting to review if that is something we would like to do in our community for the upcoming pool season.

·         The busted lock to the pool area was replaced on February 5th with a new lock.

·         Pool repairs are currently underway and ongoing.

·         It is the Boards decision to retract the letter of intent to cancel services to Continental Pools Company. Mr. Jay Facchiano, Vice President of Continental Pools attended the Board meeting along with Mr. Matt Martin, Regional Supervisor and Mr. Mike Hogan, Pool Manager for Newberry Station. Mr. Facchiano has reasured the Board that they will do everything within their power to make certain that this pool season is one they can be proud of. The Board and Management will meet with Continental Pool and it’s life guard staff prior to the 2004 pool season to make certain that there is a clear understanding of what the lifeguards duties are in addition to what we can expect from Continental Pools in the way of services during the pool season. Jane Brown made the motion to retract the letter of intent to cancel. Brandon Farlander seconded the motion and the Board approved by unanimous vote.

·         There is mold in the closet which is located in the bathroom in the clubhouse. It needs to be taken care of as soon as possible.

·         The vaccume is not working and the Board questions whether it is worth repairing. Dawn-Lynn has just purchased a new vacume and is going to give us her other one to use in the clubhouse as she has no need for it. Thanks Dawn-Lynn!

·         Mrs. Laura Newberry to try to arrange for removal of Coke machine. It’s an eyesore, it doesn’t work and we need it gone. Once it is removed, the Board will look into other options for drinks and possibly a snack machine for the clubhouse.

·         What needs to be done to make the clubhouse ready for the upcoming pool season? Dawn-Lynn to obtain an estimate to repair shower heads that are non functioning. She will have this available for review no later than the next Board meeting.

 

 

New Townhouse Development Shannon’s Landing

 

·         As the new development makes its way towards completion, homeowners will be notified with any changes as soon as we are made aware of them.

·         All townhomes in the new development are sold.

·         For all those who are interested, the road in the new development will be named, Shannons Landing Way.

        

New business and Other Items

 

 

At the March Board meeting, a homeowner inquired as to how they can place an ad in our quarterly flyer “Newberry Station News” which is sent out to all homeowners. Please contact Dawn -Lynn at Cardinal Management if you would like to place an ad and what charges will be incurred for the placement of that ad.

 

If you are a pet owner, please be kind and pick up you dog droppings when out and about. It is very distressing to find dog droppings all over the place. It only takes a moment to scoop the poop!
