BOARD OF DIRECTORS MEETING
October 6, 2004
** BOARD MEETINGS ARE
NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**
I. Call to Order
A. The meeting was called to order at 7:04 p.m.
B. Attendees: Laura Newberry, Purvis Dawson, Brandon Farlander, April Scherer,
Jane Brown and Phyllis Pryor.
C. The September minutes were reviewed and a motion was made by Jane Brown to
accept them as written. Purvis Dawson seconded the motion and the motion
carried unanimously.
II. AECC
A. Proposed AECC changes have been submitted to the AECC committee and the Board
for review. A copy will be provided to Purvis Dawson and Phyllis Pryor for their
review. Additional items need to be addressed.
1. A section concerning the disposal of
hazardous waste will need to be added.
2. A section concerning the care and repair
of railroad ties in the community will need to be added before publication.
3. A possible section concerning
the staining of decks.
4. A section concerning fences
in the new section of townhouses.
III. Building &
Grounds
A. Trees – Phyllis Pryor brought bids for the following and all were approved:
1. Removal of the stump in the field.
2. Trimming the gum tree in front of
6917/6918 Trestle Ct.
3. Removal of the three pines at the end of
Trestle Ct.
4. Trimming the tree in front of 6901
Trestle Ct. It has a broken limb at the top of it that needs to be removed.
B. Repairs
1. Management will obtain bids for street
repairs and sealing; sidewalk repairs, and asphalt path repair.
2. The Board is still waiting for bids to
replace the retaining wall near the Raceway Development. Management will ask
for bids to repair it instead of replacing it.
3. The brick wall at the bus stop was
repaired again since the first repair was unsatisfactory. The second repair was
completed satisfactorily.
4. Management will obtain bids on repair
to the end parking space in front of 6918 Trestle Ct as it is starting to erode.
5. The railing on the steps from the pool
to upper Stationhouse has been repaired.
C. Landscaping
1. Erosion is occurring at the base of the
light pole at the end of Trestle Ct. We will look at it again after reseeding to
see if further repairs are needed.
2. The shrubbery on the hill between
Trestle Ct and the pool road needs to be trimmed. Management will speak to
Springfield Nurseries.
3. Jane completed a walk through with
Springfield Nurseries to discuss the addition of the new areas. It did not
accomplish much.
4. Springfield Nurseries should
be posting signs about leaf removal or notifying
us. Management will look
into this.
5. The repairs to the grounds behind 6920 Hamilton
Court are ongoing. This has
been shoddy repair work. Management has
walked the area and will address
the contractor. Phyllis will investigate
further.
D. Miscellaneous
1. The drains between 8200 Stationhouse and
6944 Hamilton Ct have been cleaned off.
2. A homeowner asked if the county is
responsible for keeping the drains clean. Phyllis will call the county to ask
this.
3.
Phyllis will look into the problem of exposed
Verizon wires, but she will need some addresses of the areas where it is a
problem. The board will map out the areas where wires are exposed.
4. We need to have the lines on the
pavement at the STOP signs painted throughout the community. Also, we need Slow
- Children At Play painted at the entrances to the community.
5. The short stop signs in the
community will be replaced with tall ones. Purvis
the motion and Jane seconded
it. The motion carried unanimously.
6. The street sign is down at
Ona and Newington. It needs to be repaired.
7. There is a Verizon box with
no lock on it between Shannons Landing Way and
the flood plain.
IV. Pool
A. Management will have a no cost lighting study done in the next two weeks to
assess how we can improve lighting at the pool. Phyllis will have the results
at the next meeting.
B. We need to do a walk through of the pool to assess winterization.
C. We will need bids for pool companies so that we may choose a company during
the October-November timeframe.
V. New Townhouse Development Shannon’s
Landing
A. Richmond American Homes Concerns and Issues
1. Susan Finken is now the POC. Management
is pursuing issues with her.
2. The last pine trees between the new
houses and existing houses on Trestle Ct need to be moved.
3. October 7th and 8th
- the paving on Shannons Landing Way will be completed.
4. A portion of the new sidewalk along
Newington Road was dug up for utility work and replaced with asphalt. It was
replaced with concrete on September 15, 2004.
5. A homeowner said that one of the
residents in the new development did not receive a copy of the bylaws, etc. We
need to make an effort to contact all homeowners with another welcome letter.
6. There is dead grass in the new part of
the community and needs to be replaced.
7. RAH has removed some of the trees and
replanted them on the other side of the property line, but now some of them are
on people’s property or in front of areas that should be their gate.
8. A homeowner informed us that the
drainage from the new development is still a problem. The runoff from the new
houses to the existing house’s yards is getting worse. The water now meanders
between the yards like a river.
9. Trees are still causing problems for
people exiting the community.
10. For people that have concerns about the
property inside and outside their houses please contact Richmond American Homes
and cc management and the county.
11. For people that have concerns about
lighting in the new development, please contact management and Gerry Highland.
12. The board needs identify to Richmond
American Homes where we would like the path to go connecting the new community
to the existing community for access to the pool.
B. Miscellaneous
1. There is a boundary meeting for the new
South County Secondary School on October 12th at 7:30 at Hayfield
Secondary School.
VI. Open Forum
A. Tracey Murphy asked for a paper copy of the approval for her renovations to
her house.
B. A resident asked if they could get a recycling bin. Phyllis has talked to
the recycling company and they are on backorder.
C. A resident from SLW asked how far forward you can place your fence.
D. A resident asked if heavy duty trash cans could be placed around the
community.
E. A resident brought up the idea of allowing residents to stain their decks.
F. A resident mentioned that they were forecasting heavy snow, and we should be
prepared with our snow removal contract.
G. A resident said that the Ona and Hamilton bus stop was being moved to the
inside corner of the intersection. There are many concerns to this since there
is not as much room to stand and children will probably stand on the homeowners
property. Residents were urged to call FCPS transportation at 703-339-3600.
H. A resident asked if it was OK for trucks to come into the community to take
water from the fire hydrants. Phyllis said to get the license number and name
of the company on the truck and call management and they would call to see if
they have a permit.
I. A resident brought up that Springfield Nurseries is still a problem by
blowing leaves and trash into peoples yards.
J. A resident asked the status of benches next to the field. Issue is being
looked at.
K. A resident asked when the new swings will be installed. Phyllis will arrange
this.
VII. Tabled Items
A. The Board has tabled the issue of purchasing a sign for the community to
announce community events. Phyllis will look through the catalogs and make
some suggestions.
B. The board has tabled the issue of cleaning up the edge of the woods until
much of the foliage has died away in the fall.
C. The board has tabled the issue of removing the fence between Hamilton Ct and
the new properties. The board would like to solicit the opinions of the new
homeowners. We need to see if it will be in the way of construction of their
fences.
D. Although it is too late this year, the Board would like to discuss putting in
concrete steps in the pool to allow the elderly and handicapped easier access to
the pool. The steps would have a rail in the middle allowing for easier entry
and exiting. Tabled until spring.
E. The railing in the large
playground, behind 6920 Hamilton Ct, needs to be painted.
VIII. Other Items

A. The meeting was adjourned at 8:35 p.m.
The
next meeting will be held on November 17th, 2004 at 7:00 p.m. in the clubhouse.
This is a change from our regular board meeting because a majority of board
members could not be present at the regularly scheduled time.
