BOARD OF DIRECTORS MEETING

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

I. Call to Order

A.  The meeting was called to order at 7:07 p.m.

B.  Attendees:  Jane Brown, Laura Newberry, Purvis Dawson, Mark Sajbel, and Beth Cousino

C.  Minutes ApprovedLaura moved to approve the November minutes, with spelling change and monetary information removed, Purvis seconded, and the motion carried by unanimous consent.  

II. Open Forum

A.  Generator in Parking Space:  Homeowner on Stationhouse places large generator and popcorn machine in parking space.  Beth should send notice if left there more than a few hours.

B.  Trash Cans Left Out:  Homeowners need to both (a) not place trash cans on street earlier than the night before pickup and, (b) remove the cans from the street the same day as pickup.  Too many trash cans are being left out.

III. Building & Grounds

A.  Trestle Ct Culvert:  Springfield Nursery needs to re-clean the culvert. 

B.  Leaf Cleaning:  Springfield owes us 2 more cleanings.  One more is essential.

C.  Sidewalk Repairs:  Since Brothers Paving didn’t get around to doing the repairs, we will have them do the job in the Spring when the weather warms up.

D.  Spring Walk-thru:  Jane and Mark agreed to accompany Beth on an initial walk-thru with the grounds maintenance company we just contracted, Professional Grounds, in late winter/early spring.

E.  No Gates in New Fences:  Beth says her research revealed that the county doesn’t require backyard fences to have gates.  Therefore, the Association can’t require homeowners to install gates in the new fences at Shannons Landing where Richmond Homes didn’t include them.

IV. AECC

A.  Reinspections Submitted:  The AECC Committee submitted all re-inspections to Beth for her processing.  Beth gave 20 more inspections to the committee for re-inspection.

B.  Assessments Removed:  Cardinal has removed a few more homes from assessment after getting faxes and proofs of completion of violations.

C.  Trampoline:  A Board member has agreed to contact a neighbor who has a safety net above a trampoline which violates the backyard height allowance.

D.  Handicapped Ramp at House on Hamilton:  The ramp is still there even though the physically challenged occupant has moved.  The AECC Committee recommends removing the ramp.  The Board tabled the decision for a future meeting.

V. Pool

Pool Cover:  Board decided to not buy a pool cover since the amount of cleaning and prepping for pool season is the same with or without a winter cover.  However, the Board asked Cardinal to run this by the insurance company to see if this opens us up to any liability.

 

VI. Report from officers

A. President – Copies of Contracts:  Jane would like Cardinal to provide her with copies of all new and existing contracts.

B.  Vice –President – All items covered.

C.  Secretary – All items covered. 

D.  Member at Large:  Reserve Account:  Brandon and Purvis weren’t able to go the BB&T Bank to convert some reserve funds into CD’s to take advantage of higher interest rates.  However, they plan to do so after the New Year.

 

 

VII. Report from Management Agent

A.  Contracts:  New snow removal (LCB) was used to clean snow after first storm; awaiting signed copy of contract from new landscaping contractor, Professional Grounds; and notified Springfield Nursery of contract cancellation as of 1 Jan 2006.

 

B.  Website Link:  Cardinal says that a link from its website to ours is now allowed by management.

 

 

VIII. Adjournment

Laura moved to adjourn and Mark seconded.  The Board voted unanimously for adjournment at 7:47 p.m.  The next meeting will be held on 04 January 2006 at 7:00 p.m. in the clubhouse.

 

Cardinal Management Action Items:

1.  Generator in Parking Space:  Notify homeowner to remove it and stop staging equipment there if left for more than a few hours.

2.  Springfield Nursery:  Have Springfield Nursery re-clean the Trestle Ct. culvert and provide at least one more leaf cleaning (they owe us two).  Deduct sum from final payment if these items are not done, including one leaf cleaning even if the company is able to do one in December.

 

3.      Process Re-Inspections:  Process the re-inspections that the AECC Committee submitted and report back to the Board the status at the next meeting.

4.  Pool Cover:  See if NOT having a pool cover opens us up to any liability.

5.  Contract Copies:  Provide Jane with copies of all new and existing contracts.
