BOARD OF DIRECTORS MEETING

 

06 July 2005

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

Cardinal Management Action Items:

1.  Send another notice to residents about dates for asphalt paving

2.  Send letter to Brothers (asphalt company) to respect private property—i.e., don’t use water, loiter, or smoke on residents’ property

3.  Ask Brothers to repair and raise asphalt in front of 6924 Hamilton prior to resurfacing (get a bid, since it wasn’t in original proposal)

4.  Bring reading file (e-mail) to each meeting

5.  Remove lock from the community bulletin board

6.  Credit Newberry HOA for not doing annual inspections in 2005

7.  Grant pool memberships to families who were members in the past, charging them on a pro-rated basis.

8.  Re-do the pool bathrooms locks so that they can be locked from the outside and so that inside doesn’t have a dead bolt (HOA won’t pay for current configuration, which is unworkable as well as dangerous)

9.  Get pool fence fixed as previously requested (secured at the bottom).

10.  See if we can get new mailboxes with outgoing slots and a place for packages from Postal Service for free.  If not, how much?

11.  See if we can get plats from County—when and how much?—so that we can determine who is responsible for replacing degraded rail ties.

12.  Have VA Contracting remove debris and fill in gaps from mismatched timbers on Stationhouse retaining wall near Raceway.

13.  Get a bid from Springfield Nursery to do general pruning throughout the community, especially ash tree by 6917 Trestle and encroaching tree by 6901 Trestle.

14.  Inform HOA of which items Richmond Homes has accomplished in Shannon’s Landing (from Feb 2005 minutes):

 

a.  There is a Verizon box with no lock on it between Shannon’s Landing Way and the flood plain.

b.  The pine trees between the new houses and existing houses on Trestle Ct need to be moved.

c.  We need to make an effort to contact all homeowners with another welcome letter.

d.  There is dead grass in the new part of the community and needs to be replaced.

e.  RAH has removed some of the trees and replanted them on the other side of the property line, but now some of them are on people’s property or in front of areas that should be their gate.

f.  The drainage from the new development is still a problem.  The runoff from the new houses to the existing house’s yards is getting worse.  The water now meanders between the yards like a river.

g.  Signs need to be placed around the storm retention pond in the new section of the community.

h.  The board has decided that the path from the new community will be placed next to 6920 Trestle Ct.

i.  Trees have been marked for removal that have caused problems for people exiting the community.

I. Call to Order

A.  The meeting was called to order at 7:15 p.m.

B.  Attendees: Laura Newberry, Brandon Farlander, Jane Brown, Mark Sajbel, and Robin Willison

C.  Minutes of the May meeting weren’t available to review and approve.

 II. AECC

A.  Asphalt work:  Prep work, patches, and filling were performed on 5 July 05.  Resurfacing will take place as previously scheduled, from 12-15 July. 

 

B.  Inspections:  Purvis, Jane, and Brandon completed the inspections and handed them in to Robin.  Since it was found that Cardinal Management’s contract calls for them to do annual inspections, the Board may seek a credit for work not performed.

 

C.  Drainage repair behind 6920 Hamilton was not done properly, but Cardinal paid VA Contracting.  Newberry HOA didn’t authorize Cardinal to pay so Cardinal must either reimburse HOA for the charges or repair it properly at no additional cost.

 

D.  8202 Stationhouse:  Shed was lowered but it wasn’t moved far enough away from the house.

 

III. Building & Grounds

A.  Utility Lines:  Laura will walk grounds to get addresses and precise locations of exposed lines so that cable and telephone companies can repair/bury them.

 

B.  Springfield Nursery needs to wack the weeds on the sidewalk parallel to Newington Road running to Cinder Bed.

C.  Three of the common area railings haven’t been painted satisfactorily:  near 8358 Stationhouse, 6920 Hamilton (by the walkway bridge), and the SE corner of Stationhouse at walkway entrance to Big Park.

 

D.  Asphalt company did 2 of 3 walkways—Board says that suffices, since the upper playground walkway was in acceptable condition.

 

E.  Retaining wall on Stationhouse adjacent to Raceway was repaired but debris needs to be picked up and gaps need to be filled due to mismatched timbers (original timbers used are no longer available).

 

F.  Cardinal will request bid for general pruning from Springfield Nursery.

 

IV. Pool

 Take care of bathroom door locks and fence as discussed in Action Items.

 

V. Open Forum

One resident requested that the trash company come earlier.  The Board decided that we will request that the company pick up trash earlier, and that Cardinal request Nightingale to come between7:00 and 10:00 a.m.  If Nightingale can only come earlier (i.e., 6:00 a.m.) we will retain current schedule.

VI. Other Items

The Slate of Officers was postponed until next meeting.

VII. Report from officers

A. President – Pool is opening too late.  Lifeguards should be there 30 minutes early to prevent this.   Also, the chain must be put up at closing.

B.  Vice –President – Absent. Secretary – All items covered. Treasurer – All items covered.

VIII. Report from Management Agent

All items covered.

The meeting was adjourned at 8:30 p.m. The next meeting will be held on 3 August 2005 at 7:00 p.m. in the clubhouse.
