BOARD OF DIRECTORS MEETING

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

I. Call to Order

A.  The meeting was called to order at 7:02 p.m.

B.  Attendees:  Laura Newberry, Brandon Farlander, Jane Brown, Purvis Dawson, Mark Sajbel and Beth Cousino

C.  Minutes Approved:  Two changes were offered for the September 2005 minutes, which Mark noted and subsequently inserted (both on page 2, for towing and AECC extension requests).  Laura moved to approve the revised September minutes, Brandon seconded, and the motion carried by unanimous consent

II. Open Forum

Playground:  The Association member brought a brochure for playground equipment that would meet the community’s needs.  However, the Board tabled the discussion on it at this time due to its exorbitant cost.

III. AECC

A.  AECC Inspections:  Since the cutoff date for management receipt of Inspection Forms is Friday 7 October Cardinal will send the compiled list to AECC Committee by Tuesday 11 Oct.  AECC Committee will reinspect by 18 Oct.  Cardinal will notify violators, extension requestors, and non-submitters by 28 Oct of Board Hearing on Thursday 17 Nov.

This timeline gives all homeowners until 17 Nov to comply with the terms of the inspections.  Those homeowners who feel they may need even more time must have contractors’ proposals, timelines, and plans in hand at the Hearing as justification for the delay.  The Board reserves the right to begin assessments immediately following the Hearing due to noncompliance, non-notification, absence at Hearing, or unjustified delay.

B.  Uninhabited House on Hamilton Ct.:  Cardinal should send a letter to owner of uninhabited house on Hamilton Ct. to clean up the yard and fix up the house.

C.  Staining of Fences:  The Board tabled the decision on whether or not to allow staining of fences.  For now, only a clear coat is allowed.  However, under the advisement of the AECC Committee, the Board is leaning toward allowing only one approved stain color.

 

IV. Building & Grounds

A.  Bid Requests:  Cardinal will request bids from other companies for the following (Springfield Nursery was non-responsive):  Landscape bare patch near 6901 Trestle, high pruning of trees (especially 6901, 6917, and 6920 Trestle Ct), and removal of split-rail fence and needed landscaping behind Shannons Landing homes adjacent to Hamilton Ct.

B.  Sidewalk RepairsLaura moved to accept the sidewalk repair bid by Brothers Paving, Mark seconded, and the Board unanimously passed the motion.  Jane accepted the proposal by signing it.  The following two portions will be added to the bid at the agreed-upon price per foot:  The sidewalk & curb from 8301 Hamilton to the stop sign on Ona Rd and the insertion of an access ramp to the bus stop from Stationhouse Ct (matching the access ramp directly across the street). 

C.  Utility Lines:  Laura will walk the grounds to get addresses and precise locations of exposed lines so that cable and telephone companies can repair/bury them.

D.  Richmond Home Requested Repairs/Restoration:  Letter drafted by Mark was edited and approved by the Board.  The Board decided that Mark will send out the letter to the Lorton Ombudsperson under his signature on behalf of the entire Board.

E.  Plats for Individual Lots:  Cardinal should request plats for all end units, as well as lots 16, 36, 42, 43, 44, 122, and 123 to determine responsibility for timber repair and other erosion control matters.

F.  New Landscaping Company:  The Board decided that the three finalists were McFall & Berry, Professional Grounds, and Palmer’s.  Cardinal will verify bids (making sure the bidders understand the full scope of work) and get references so that the Board can call them.

G.  Jet Skis:  These are still parked in the driveway of Shannons Landing after Cardinal sent three letters requesting that they be stored or taken off site.  Cardinal will send a letter requesting that homeowner come to the 17 Nov Hearing if the skis are still present.

V. Pool

A.  Withholding of Pool Payment:  Pool was closed properly, but Cardinal is negotiating with company as to how much to withhold for observed violations of contract.

B.  Pool Cover:  Cardinal will get prices for a new pool cover.

 

VI. Other Items

A.  Budget ApprovedLaura moved to approve the 2006 Budget, Jane seconded, and the motion passed by unanimous consent.  The new monthly assessment fee will be $94, an increase of $3.

B.  Happy birthday, Nancy!:  The Board would like to wish Nancy Brown Happy Birthday. Nancy is a long time resident of Newberry Station and holds the record for attending nearly every board meeting.  If you see her in the community, be sure to wish her well.

 

VII. Report from officers

A. President – Clubhouse Cleaning:  Jane asked that Cardinal get a bid for a thorough cleaning of the clubhouse and changing rooms.  This shall include carpet cleaning.

B.  Vice –President – All items covered. Secretary – All items covered.

C.  Treasurer – All items covered  

D.  Member at Large:  Security Survey:  Purvis will request that the Fairfax police conduct a Crime Prevention Security Survey within 30 days so that their assessment of Newberry Station security needs may be presented at the next Board meeting.  The Board will use this information to make decisions about lighting, fences, locks, cameras, motion detectors, etc.

Laura moved that the meeting be adjourned, which Jane seconded.  The Board voted unanimously for adjournment at 8:55 p.m.  The next meeting will be held on 02 November 2005 at 7:00 p.m. in the clubhouse. 

 

Cardinal Management Action Items:

1.  Send List of inspected properties to AECC Committee by 11 Oct.

2.  Send Notice of Hearing to applicable homeowners by 28 Oct for 17 Nov 05 hearing.

3.  Send letter to owner of uninhabited house on Hamilton Ct:  fix the house and clean up the yard.

4.  Verify Landscape Company bids and get references.

5.  Add the following to portion to accepted Brothers Paving bid for sidewalk repair:  The curb from 8301 Hamilton to the stop sign on Ona Rd and the insertion of an access ramp to the bus stop from Stationhouse Ct (matching the access ramp directly across the street).

6.  Send a letter to owner of Jet Skis that they come to the Nov 17 Hearing if still noncompliant.

7.  Get a price for a new pool cover.

8.  Get a bid to thoroughly clean the clubhouse and pool showers.
