BOARD OF DIRECTORS MEETING

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

I. Call to Order

A.  The meeting was called to order at 7:11 p.m.

B.  Attendees:  Jane Brown, Laura Newberry, Brandon Farlander, Purvis Dawson, Mark Sajbel, and Beth Cousino

C.  Minutes ApprovedBrandon moved to approve the March 2006 minutes, Mark seconded, and the motion carried by unanimous consent

II. Open Forum

A.  Board Assistance Requested:  Cardinal Mgmt sent a letter to a homeowner whose trash continues to accumulate in the back yard.  Pending no improvement of the condition, the Board will call for a Hearing after sufficient time has been given to clean it up.  In the meantime, the homeowner adversely affected by the trash may call the Health Department, who could act immediately upon the alleged violation, at which point a hearing would be moot.

 

B.  Use of Clubhouse by Another Association:  Due to the fact that a nearby Association got bumped from the library for their regular meeting, the Board OK’ed their use of our clubhouse for a meeting later in the month, for a fee of $50 rental.

 

C.  Car on Ona:  Beth will call police about a broken down car on Ona that has been parked there for a long time (flat tire, but tags are up to date).

 

III. Buildings & Grounds

A.  Split Rail Fence Removal:  The split-rail fence was removed to everyone’s satisfaction.

B.  Mulch for Tot Lots:  The mulch was placed to the Board’s satisfaction.

C.   Sidewalk Repairs:  Completed satisfactorily with minimal disruption.

 

D.  Grounds Cleanup:  The Board requested that Beth get a bid for a more thorough grounds cleaning, to include the sidewalks, gutters, curb, tree line, and entire commons area, not to exceed $1200.

 

E.  Curb Painting:  Beth should see if Dominion Towing will paint the curbs gratis (they have in the past).  See if they’ll do “Slow, Children at Play” on asphalt, too.

 

F.  Annuals Planting ProposalMark moved to accept the Professional Grounds proposal to plant annuals at the entrance and other places throughout the community, Laura seconded, and the motion passed by unanimous consent.  Jane signed the proposal acceptance.

 

G.  Trees by Pool Road (Ainsley Ct):  Beth will see if she can find out which company did extensive pruning two years ago so that the same company can give us an assessment of stability of large pines on the side of the pool road.

 

H.  Turf Repair:  The Board tabled the proposal to repair the bare patch by the corner of Trestle and Hamilton Ct pending other ideas from the grounds company.

 

I.  Culverts:  Beth will inform Professional Grounds that they must clean all culverts in the community.

 

J.  Car Parked on Grass:  Beth will send a letter to homeowner at Shannons Landing to stop parking car on the grass.

 

IV. AECC

A.  Proposed Stains:  The Board proposes that the following stains be allowed in order to beautify fences and decks, and give people a range of choices (Brand:  Minwax®):  Natural (209); Golden Oak (210B); Ipswich Pine (221); Pecan (320/420).  Homeowners have 30 days to comment on these choices.  The Board will then consider the recommendations received and make a decision as to the appropriate stain(s) that will be allowed.

B.  AECC Guidelines:  Even though all Board members got copies, Laura said there was another version that she will obtain for review.  That other version has verbiage on windows, including the white trim that is now allowed.

C.  Wrong Shutters:  Beth should send a notice to homeowners on Stationhouse that just put on  new siding that they need to install louvered shutters.

 

 

V. Pool

B.  Pool RepairsLaura moved to accept the Winkler, Inc. proposal do the skimmers, tile, and caulking work, and Brandon seconded.  She also moved to accept the Brothers Paving proposal to repair the concrete in the baby pool and other areas around the main pool, which Brandon also seconded.  The Board approved both proposals by unanimous consent.  Jane accepted both proposals by signature

A.  Signage:  Beth should obtain and install four signs with appropriate verbiage for posting around the pool (No Trespassing, code_____, between 10 PM and 10AM, etc.)

C.  Pool Stairs:  Board decided not to install these this year.

D.  Bathroom Doors:  Have been bought, and will be installed this month.

 

VI. Report from Officers

A. President – All items covered

B.  Treasurer – All items covered

C.  Secretary – All items covered. 

VII. Report from Management Agent –

Annual Meeting:  Beth will send out the notice for the annual meeting in June in April.

VIII. Adjournment

Brandon moved to adjourn and Mark seconded.  The Board voted unanimously for adjournment at 8:45 p.m.  The next meeting will be held on 03 May 2006 at 7:00 p.m. in the clubhouse.

 

Cardinal Management Action Items:

1.  Car on Ona:  Call police about a broken down car on Ona that has been parked there for a long time.
