BOARD OF DIRECTORS MEETING

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

I. Call to Order

A.  The meeting was called to order at 7:12 p.m.

B.  Attendees:  Jane Brown, Rachel Trudell, Brandon Farlander, Tom Little, Mark Sajbel, and Beth Cousino

C.  Minutes Approved: Rachel moved to approve the July 2006 minutes as written, Tom seconded with the change that we explain the purpose for inspecting trash put out early (as a further deterrent).  The motion carried by unanimous consent

II. Open Forum

Erosion Control/Tree Pruning on Stationhouse Ct:  The Board asked that Cardinal get bids for pruning three trees surrounding a corner house so that sunlight may enter.  The homeowner said that a landscaper told her that sod wouldn’t hold unless adequate sunshine was available.  She claims that the neighbors are OK with extensive pruning.  One Board member suggested that a retaining wall may be needed, given the steep slope.  Another member warned that too much sunlight can damage sod, as has happened on the south-facing homes.

 

 

III. Buildings & Grounds

 

A.  Tree Pruning Proposal:  The committee made changes to the original scope Bartlett submitted.  Bartlett accepted the changes, and reduction in fees, and has recently begun work.  A major change is the elimination of the pruning of the 17 pine trees adjacent to Ainsley Ct.  One Board member felt that the dead branches of the pines should at least be removed.

 

B.  Aging Tree Behind Trestle Ct, adjacent to Shannon’s Landing:  After the Board has evaluated pruning work done by Bartlett, we will consider asking the company for a proposal to assess the condition of this tree.  A Board member explained that this “tree” was actually two trees; one is doing fine and the other is dying.  He and another member concurred that the “tree” may look unattractive but that it didn’t seem to be in danger of falling, as one association member had inferred.

 

C.  Procedure to Deal with Trash Placed out Early (see July minutes for trash inspection proposal):  A letter can be sent to a homeowner as a warning if a Board member witnesses them placing trash on the curb earlier than allowed.  If the same homeowner does so again, the Board can call them for a hearing, after which an assessment may be made.

 

D.  Lighting on Ona:  The Board plans to survey homeowners adjacent to Ona on the desirability of street lights on Ona.  If the consensus is for more lighting, the Board will request same from the County Supervisor’s office.  In the mean time, the Board recommends that homeowners install motion-activated flood lights in the back.

 

E.  Erosion at the End of Ona:  Beth has called VDOT to repair/replace barricade, and asked Pro Grounds to assess what can be done about the erosion.

 

F.  Clubhouse A/C:  The air conditioning wasn’t working again at the time of the Board meeting.  Cardinal has withheld payment pending a permanent fix.

 

IV. AECC

A.  AECC Guidelines Re-Write:  After the meeting, a former Board member sent a draft of the AECC Guidelines.  The Board members will evaluate and make recommendations.

B.  Alleged Inappropriate Windows on Trestle:  The Board asked Beth to see if the new windows installed on Trestle Ct house has proper gridlines—a homeowner alleges that it only has 4 panes, whereas acceptable windows have 6.  Report to Board any findings.

VIII. Adjournment

Tom moved to adjourn and Rachel seconded.  The Board voted unanimously for adjournment at 7:58 p.m.  The next Board meeting will be held on 06 September 2006 at 7:00 p.m. in the clubhouse.

 

Cardinal Management Action Items:

1.  Tree Pruning at Corner House (Stationhouse):  Get a proposal to trim the three trees so that sunlight enters onto corner property.  Proposal should be presented at next meeting, unless Cardinal deems it necessary to inform the Board sooner by e-mail.

 

2.  Trash Inspection Company:  Get language for a resolution so that we can look into contracting with a company that will survey early trash placement.

 

3.  Erosion Control on Ona:  Follow up on County, VDOT, and Pro Grounds actions/proposals.

 

4.  Clubhouse A/C:  Have current company fix the A/C prior to payment or entertain bids from other companies if deemed necessary.

 

5.  Alleged Inappropriate Window on Trestle:  See if the window doesn’t match existing and report to Board your findings.
