BOARD OF DIRECTORS MEETING

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

I. Call to Order

A.  The meeting was called to order at 7:03 p.m.

B.  Attendees:  Jane Brown, Brandon Farlander, Mark Sajbel, and Beth Cousino

C.  Minutes ApprovedBrandon moved to approve the January 2006 minutes, Mark seconded, and the motion carried by unanimous consent

II. Open Forum

     Board Assistance Requested:  A homeowner claims she has had trouble, to include alleged vandalism, with two non-resident minors.  She will get the names and addresses of the minors and send the information to the Management Agent.  Beth will then advise the Board on how we can assist her. 

 

III. Buildings & Grounds

A.  Springfield Nursery:  Springfield Nursery claims they have completed all contractual obligations, including leaf removal.  Beth should verify this before making final payment.

B.  Professional Grounds:  Beth and Jane will do an initial walk-thru with the new groundskeeping company on 9 February at 9:00.

 

C.  Grounds CleanupBrandon moved to approve contracting with Professional Grounds for general community property debris cleanup, not to exceed $560, Mark seconded and the motion passed by unanimous consent.

 

D.  Richmond American Homes Update:  Fairfax County hasn’t released Richmond American Homes from its bond, pending completion of a number of items, all of which the Board had written the District Supervisor about, except the pathway and lack of lighting.  Beth will see if these items can be part of the county “punch list” before RAH is released from bond.

 

E.  Letter to Shannons Landing:  The Board hereby notifies Shannon Landings residents that they should send any complaints and concerns they have about RAH to the District Supervisor, since the county is planning to release RAH from bond in the near future.  Mark will draft a letter that will be sent to the residents advising them of such, to be sent out by Cardinal Management.

 

F.  Clubhouse Rentals:  The Board agreed to let renters have the option of picking up the keys from Cardinal Management during business hours.  There have been incidents recently of renters not being able to get a hold of Board members to get the key.

 

IV. AECC

A.  Handrail attached to House:  Beth should check to see if, (a) the handrail is permanent or temporary and, (b) it’s within the AECC guidelines.

B.  AECC Guidelines:  Beth gave everyone a copy of the draft guidelines rewritten in 2004.  Board and committee members will review them with comments and get back to Cardinal Management.  Of special concern will be changes that need to be made with the addition of the new townhouses in the.

C.  Partially Stained Deck:  A Shannons Landing deck was only partially stained.  The homeowners must complete the job.

D.  Trampoline Net:  This is still exposed over the fence.  The net must be taken down after each use.

E.  Reinspections:  AECC Committee hasn’t reported back to Beth all the re-inspections.  Beth will start process of assessments after getting all re-inspections.

V. Pool

Pool Stairs:  Beth is soliciting bids for a stairway in the shallow end of the pool.

VI. New Business

Community Security Assessment, conducted by Officer Edwards, Franconia District, Fairfax County Police Department

Overall, Officer Edwards rated the Newberry Station complex as safe and relatively crime-free.  He showed that there were few incidents in the area within the past 13 months.  During his walk-thru he noted that the public lighting is excellent, and that the entrances were configured in such a way as to discourage criminal activity (hard for cars to get in and out of).  Nonetheless, there have been acts of vandalism reported to police and incidents of harassment reported to the Board.  Security is something that can always be improved.  Some of his recommendation for enhancing security:

Officer Edwards is a big advocate of community or block parties so that neighbors get to know each other. He said there’s no better crime prevention technique than neighbors getting together and having a good time; people who know their neighbors are more likely to care about each other, watch out for each other, and call the authorities when observing suspicious behavior.

Officer Edwards offered to meet with community members to walk through the property during the night and/or day to point out security concerns.  He concluded his presentation by handing out brochures on the Neighborhood Watch program, and magnets with contact numbers. 

The Board wishes to express its appreciation to Officer Edwards and the Fairfax County Police Department for the time and effort expended in reaching out to our community.  Thank You!

IX. Adjournment

Brandon moved to adjourn and Mark seconded.  The Board voted unanimously for adjournment at 8:30 p.m.  The next meeting will be held on 01 March 2006 at 7:00 p.m. in the clubhouse.

 

Cardinal Management Action Items:

1.  Springfield Nursery:  Verify that all services were completed before making final payment.

 

2.  Professional Grounds:  Conduct Walk-thru on 9 Feb 2006.

 

3.  Cleanup:  Contract with Professional Grounds for general debris cleanup for a sum not to exceed $560.

 

4.  Letter to Marcia Hanson:  Follow up with her office that all items in the Board’s letter be completed before release of bond.

 

5.  Handrail:  Find out if handrail attached to house is permanent and, if it is, if it’s within the AECC guidelines.

 

6.  Letter to Shannons Landing Homeowners:  Send out letter that Mark drafts to SL homeowners advising them that RAH will soon be released from bond so issues should be submitted promptly.

 

7.  Pool Stairs:  Get bids
