BOARD OF DIRECTORS MEETING

** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**

I. Call to Order

A.  The meeting was called to order at 7:05 p.m.

B.  Attendees:  Jane Brown, Laura Newberry, Purvis Dawson, Brandon Farlander, Mark Sajbel, and Beth Cousino

C.  Minutes ApprovedPurvis moved to approve the December 2005 minutes, Brandon seconded, and the motion carried by unanimous consent

II. Open Forum

A.  Babysitting Permit:  Homeowners who run a child care business need to have a child care permit, issued by the Fairfax County Office for Children (703-324-8100 or http://www.fairfaxcounty.gov/ofc/ProviderServices.htm)The permit must be renewed annually and requires home health, safety, and fire checks.  There is a five-child limit with this county permit, and the Board recommends that the care provider obtain adequate insurance. 

 

B.  Generator in Parking Space:  Generator is no longer placed there, but it could be seasonal.  Cardinal Management sent a letter stating that the generator and other equipment may not remain in the parking space overnight.

 

III. Building & Grounds

A.  Springfield Nursery:  Springfield Nursery didn’t re-clean the Trestle Ct culvert and failed to provide one leaf removal.  Beth will bring the final bill to the next Board Meeting so that a deduction can be made.

B.  Exposed Cable Re-buried:  Beth reports that Cox Cable repaired and re-buried exposed cables throughout the community.  Jane will check on this and report back to the Board.

 

C.  Richmond Homes Letter:  Marcia Hanson hasn’t formally replied to the Shannons Landing issues the Board addressed in its October 2005 letter, except to acknowledge receipt though an e-mail.  Beth should send an e-mail to Ms. Hanson requesting follow-up to our letter.  If no reply is forthcoming, Beth should copy Mr. Hyland on another e-mail.

 

D.  Grounds Company Initial Walk-thru:  Beth will schedule a walk-thru with Professional Grounds for as early as mid-February, if weather permits.  Jane and Mark said they would participate.

 

E.  Graffiti at Bus Stop:  Beth should have this removed.

 

F.  Egging of House and Cars:  Homeowners should notify police by telephone (703-691-2131) or online form (http://www.fairfaxcounty.gov/police/crs/CRSDiscl.htm) if egging or other vandalism occurs.  Police will take action if a pattern of incidents develops.  Monitoring our own community will not only make our streets safer, but also keep costs down for property repair.

 

G.  Streetlights on Ona:  The Board will assess the need for, and feasibility of installing, streetlights on Ona Drive in the coming months.  One member will contact Newington Civic Association to see how they accomplished installation of and fund the electricity for, the new lights on Hamilton Road.  Other members will survey the community as to their needs and desires, with special attention to those homeowners whose backyards abut Ona.  The Board feels that lighting would make Ona Drive safer, but no action will be taken until the survey is completed and assessed.

 

H.  Ticketing and Towing:  The Fairfax County Police have the right to ticket cars with expired tags, stickers, and inspections parked in Newberry Station.  The towing company is instructed NOT to tow cars with expired tags, stickers, or inspections.  However, the towing company can immediately tow vehicles parked in the fire lanes.  If cars are double-parked, the towing company is instructed to give the cars 5 minutes to move before towing them.

IV. AECC

A.  Assessments for Violations:  Per the Board’s instruction, Cardinal Management has made assessments to properties that either failed to correct violations or did not turn in paperwork so that they could be re-inspected.  All properties had until 15 Dec 2005 to correct violations or ask for extensions.  The Board will remove properties from assessment only after either the signed inspection form or a letter detailing work done is submitted to Cardinal Management and the AECC Committee re-inspects the property.

 

 

B.  AECC Guidelines for Shannons Landing:  Cardinal Management will review the current guidelines and point out areas that need to be expanded or re-written to incorporate the different style of houses and yards at Shannons Landing.  The Board will then use its own expertise and that of the AECC Committee to revise the Guidelines.  Input from Shannons Landing homeowners will also be sought.

V. Pool

Pool Cover:  Beth reported that the Association’s liability is the same with or without a pool cover, and that the insurance premium won’t go up without the cover.  The Board tabled the decision to buy a new pool cover until the spring.

VI. Report from Officers

A. President – All items covered

B.  Vice –President – All items covered.

C.  Secretary – All items covered. 

D.  Treasurer:  Reserve Account:  Brandon and Purvis will attempt to go the BB&T Bank to convert some reserve funds into CD’s to take advantage of higher interest rates before the next Board meeting.

E.  Member at Large:  Police Security Assessment:  The officer in charge of the Security Assessments in this part of Fairfax County will inform the Board at the February meeting of the current stats for our community and how he intends to conduct the day and night assessment.  The assessment will take from 30 to 60 days, after which time the officer will present to the Board his recommendations.  To quote from the Fairfax website:

The foundation of a successful community policing strategy is the close, interactive relationship between officers and community members working toward the goal of reducing crime and its effects.

Efforts focus on the underlying causes of crime by assessing the characteristics of problems in specific neighborhoods and the application of appropriate, mutually supported problem-solving remedies in a partnership role.

Genuine progress requires the active participation of civic groups, business leaders, private agencies, churches, schools, hospitals and other local government support agencies.”

 

VII. Report from Management Agent –

Property Plats:  As requested in previous meetings, Beth asked the county for specific plats.  However, the county hasn’t been able to provide them, saying that it is having a difficult time finding them.  Beth will continue to pursue this.

VIII. Adjournment

Purvis moved to adjourn and Brandon seconded.  The Board voted unanimously for adjournment at 7:55 p.m.  The next meeting will be held on 01 February 2006 at 7:00 p.m. in the clubhouse.

 

Cardinal Management Action Items:

1.  Springfield Nursery:  Bring the final bill to the next meeting so that the Board can help determine the amount of deductions to take for services not rendered (e.g., leaf removal and culvert cleaning)

 

2.  Letter to Marcia Hanson:  Send an e-mail to Ms. Hanson requesting a response to our concerns about the Shannons Landing issues.  Follow it up with a copy to Gerry Hyland if a response is still not forthcoming.

 

3.  Initial Walk-thru with Professional Grounds:  Schedule an initial walk-thru and inform Mark and Jane of the date and time.

 

4.  Graffiti at Bus Stop:  Remove it.

 

5.  AECC Guidelines:  Review the AECC Guidelines to see where they might need to be revised or expanded to cover the different style of houses and yards at Shannons Landing.  Report findings to the Board.
