** BOARD MEETINGS ARE NOW HELD ON THE FIRST WEDNESDAY OF THE MONTH**
A. Cars in Violation: Marya said she is frequently tagging cars that have expired plates, are broken-down, or are parked over 10 days in the same location. Nevertheless, a homeowner cited a van continuously parked in the visitors’ space and a car with expired plates on Hamilton that need to be tagged.
B. Noise Ordinance: Marya said she would issue a violation notice to a homeowner that is noisy after 11:00 in violation of a county ordinance if someone complains.
III. Buildings & Grounds
A. Tree Removal/Fertilizing Proposal: Tom moved to accept Bartlett’s proposal to removal one tree, and fertilize the adjacent tree, behind Trestle Ct, Brandon seconded, and the motion carried by unanimous consent.
B. Tree Removal: Pro Grounds removed the four trees, as well as one on the corner of Hamilton Ct (approved by e-mail), to everyone’s satisfaction.
C. Trash Inspection Service: One homeowner has been assessed $50 for leaving trash out at an inappropriate time. The Board feels that this service has reduced the early placement of trash but hasn’t eliminated it. The Board will continue contracting for this service throughout the month of October.
D. Recycling Information: The Board directed Cardinal to get the information from Nightingale Trash on what exactly is allowed in the recycling bins.
E. Grounds Cleanup: Pro Grounds needs to clean up the grounds on the lower field adjacent to Shannons Landing.
F. Briar/Rose Bushes on Stationhouse: A homeowner proceeded to trim these bushes. The Board directs Cardinal Management to have Pro Grounds follow through on this trimming as a regular part of its groundskeeping duties.
G. Gutter Guards on Clubhouse: The gutters were cleaned but Cardinal still needs to get bids for installing gutter guards on the clubhouse. Cardinal should look into the price of replacing the gutters with guards pre-fitted as a comparison.
H. “No Parking” Signs at End of Ona: Since VDOT hasn’t responded to Cardinal’s request to re-mount the barricade, the Board asks Cardinal to request that “No Parking” signs be placed there.
I. Erosion at the End of Ona: A Board member is working on a scope of work that the Board/Cardinal will consider to remediate the problem. The Board would like a simple tiering of the landscape to keep the soil from eroding and the cars from pulling up to park. The erosion has now caused junction boxes to be exposed, causing electrical problems.
J. Walkway between Ona and Stationhouse: The Board asked Cardinal to inspect this walkway to see what can be done to alleviate the poor condition, especially when it rains.
K. Lighting on Ona: The Board still plans to survey homeowners adjacent to Ona on the desirability of street lights on Ona. If the consensus is for more lighting, the Board will request same from the County Supervisor’s office. In the mean time, the Board recommends that homeowners install motion-activated flood lights in the back.
L. Pansies Planting Proposal: Marya will verify the date of the plantings, which the Board approved in the September meeting. If unplanted by the third week of October, the Board directs Cardinal to cancel the plantings.
M. Chain on Ainsley Ct: The chain has no lock, but is bolted to the post instead. The Board asks Cardinal to get a lock for the chain so that appropriate parties can gain access to the clubhouse road.
A. AECC Committee: Two members of the AECC Committee, who were present, have finished about half the re-inspections. However, a third member, who wasn’t present, says he has finished about 30 also. The Board asked that the three members get in touch so that they aren’t duplicating efforts. Marya will send an e-mail to all three so they can communicate with one another.
B. AECC Guidelines Re-Write: Board members are still evaluating guidelines to make changes and updates.
C. Exterior Modifications Requests: Tom asked Cardinal to forward him all recent Applications for Exterior Modifications so that he can better modify the AECC guidelines.

1. Tree Removal Proposal: Notify Bartlett Tree that they can commence removal and fertilization of trees behind Trestle Ct.
2. Recycling Information: Get the information from Nightingale Trash on what exactly is allowed in the recycling bins. Send the attachment to all Board members in an e-mail.
3. Grounds Cleanup: Notify Pro Grounds to clean up the portion of the lower field adjacent to Shannons Landing.
4. Trim Rose Bushes on Stationhouse: Instruct Pro Grounds to trim back the bushes encroaching on the parking spaces parallel to Newington Road.
5. Clubhouse Gutters: Get bids for installation of gutter guards, including price for installation of new gutters with guards already attached for price comparison.
6. Erosion at End of Ona: Work with Tom to get a new bid on urgently needed work (electrical junction box is now exposed).
7. “No Parking” Signs at End of Ona: Since VDOT hasn’t responded to requests to re-mount the barricade, ask them to place “No Parking” signs there.
