BOARD OF DIRECTORS MEETING
September 2, 2009
I. Call to Order

II. Approval Of Minutes
The August minutes were not available prior to the meeting.
III. Community
Forum
A resident noted that the light in the quadrangle (bounded by Hamilton and Stationhouse Courts) is out. He also raised the need for painting the street light poles – Cardinal Management has arranged with Dominion Power (since the poles belong to Dominion Power) for the painting.
A question was raised regarding the trimming of the lower limbs of pine trees behind Hamilton Court (south side) – given that residents in the past have objected to removing such limbs as a matter of privacy. Although none of the residents have complained this time, Ms. Langeneck will ask Bartlett Tree Services for a report on what trimming was conducted and for what purpose.
Ms. Langeneck reported that PSG completed clean up of the debris in the gully that stretches from the head of Ona Drive to the south side of our property – but according to a resident, more debris can be found. Mr. Miller reminded the Board that Professional Grounds owes us a long-range landscaping plan that, among other things, will recommend ground cover for areas that cannot sustain grass – including said gully.
A resident from Shannons Landing noted that the Board keeps replacing trees in the Shannons Landing area that continue to die for lack of watering. Ms. Langeneck noted that the contract with Professional Grounds does not cover the planting and watering of those trees – that in fact that work was performed by the developer of Shannons Landing as part of its agreement with Fairfax County on exit requirements.
Finally, Mr. Miller, as Secretary of the Board, pledged to build a separate binder of Association documents for the Board.
IV.
Reserve Study Action Items
Cardinal Management is continuing the hunt for a bank that
would be willing to lend the Association funds for road repairs.
V.
Bus Stop
On a motion by Mr. Farlander, seconded by Mr. Miller, the
Board unanimously approved acceptance of the offer by PSG to repair the Bus Stop
Structure at a cost of $4,150.
VI. Architectural and Environmental
Regulations (AER)
The Board had several suggestions for improving the wording
of the draft AER. These changes
will be incorporated and the draft will be posted on the HOA website for review
and comment by the entire community.
The Board will vote on the AER at its next meeting (October 7).
VI. Hearings
With respect to the properties represented by Certified Article Numbers 7160 3901 9845 8817 9918 and 7160 3901 9845 8817 9901, this is the result of the Hearings -- Any further violations of Sections D1c. “Ground cover” and D1d. “Trees and shrubs”, of the Newberry Station Architectural and Environmental Regulations (AER) enacted under Article VII of the Covenants will result in a charge of $50 per occurrence as authorized by §55-513B of the “Property Owners Association Act” of the State of Virginia.
